This can be called populist. The Uttarakhand government had announced that Above Poverty Line (APL) families in Uttarakhand would also get 10 kg rice every month at subsidised rates. The new policy will be come into effect after Dussehra festival. This will be done with Central Government's assistance. The final rate will be decided after getting quota of rice from the Centre.
