NO TOILETS in 65000 Uttarakhand Households | CAG Report 2016-17, RTI

Are people of Uttarakhand still defeating in the open (NOT in a toilet)?

The CAG report for 2016-2017 on the number of Household toilets in Uttarakhand villages, and a latest RTI says that : 

People in Uttarakhand are defecating in the open and the Government claims of 100 percent toilets in all rural households is INCORRECT.

The CAG report for the year 2016-2017 released in September 2018 says that people in Uttarakhand are still defecating in the open and hence the Uttarakhand Government Rural department's claim made in May 2018 that all 265 villages in 132 gram panchayats along the Ganga are 'Open Defecation free' is INCORRECT.

After the CAG report and the earlier & later claims made by the Government, an RTI was filed by Hem Chandra Kapil. In the reply to the RTI, the Uttarakhand Rural drinking water and cleanliness project offered the following data:

Along the Ganga,

5801 household toilets are yet to be built in Tehri Garhwal
8203 household toilets are yet to be built in Haridwar
6518 household toilets are yet to be built in Uttarkashi
2200 household toilets are yet to be built in Redraprayag
5085 household toilets are yet to be built in Pauri Garhwal
335 household toilets are yet to be built in Dehradun

Overall, 65000 households in Uttarakhand don't have toilets.

So the point which must be noted here is that even in the districts along river Ganga, the state is NOT Open defecation free because nearly 35000 household toilets fall in the districts along river Ganga.

It must be noted that only the data the lack of 65000 household toilets is for 10 Uttarakhand districts only. The data for three districts namely Nainital, Almore and Chamoli is still not known.

According to the CAG report, the state doesn't perform any better on the front of Community toilets as well.
